People who drive in the rain without their headlights on.....

When it rains outside, people driving their cars should always have their headlights on. People who don't drive with their headlights on when it rains should not be allowed to drive! I thought it was against the law to not have your headlights on when your windshield wipers were on? Anyways, don't you want people to see you when it's raining? If I were a cop, I would pull over anyone who was driving in the rain without their headlights on....Some people are stupid......
